Geotargeting is a feature Cookie Information is currently missing. They do, however, offer the option to customize the cookie pop up according to user’s location, but it is not IP-based. You can create variations of the banner based on the (sub)domains on your website, or manage this through a language switcher in the banner.

Cookie Information does not offer a freemium plan at the moment. They do have a free 14-day trial that allows you to test the platform and its functionality, but for very small companies (under 10 pages and under 20.000 monthly pageviews), CookieScript can be the preferred choice as they offer a free plan.
