What is the IAB?

The Interactive Advertising Bureau (IAB) is a global business organization for online advertisers and marketers with the goal of thriving in the digital economy. The IAB has more than 650 members consisting of leading media and tech companies responsible for selling, delivering, and optimizing digital ad marketing campaigns.

The bureau develops and governs industry standards and best practices, conducts research, and provides legal support for its members. The IAB was founded in 1996, and is headquartered in New York City.

In preparation for the enforcement of the EU law on data protection and privacy (The General Data Protection Regulation – GDPR) in May 2018, the IAB Tech Lab developed a Framework in collaboration with IAB Europe.

The Framework is called the IAB Europe Transparency & Consent Framework.

What is the IAB framework?​

The IAB Transparency and Consent Framework (TCF) supports publishers, advertisers, and tech vendors in meeting the transparency and user consent requirements established by GDPR.

The Framework is managed by the IAB Tech Lab and was first released in April 2018. It is designed to standardize the process of obtaining consent (from website users) to collect and process personal data.

It was updated in August 2019 to the TCF 2.0. The guidelines here clearly state that website owners must give their users the possibility to decline consent to cookies (data processing).

With the framework, third-party data processing will become more transparent. All data processors are to be listed in the cookie consent pop-up banner, so the user can see who collects and uses their data.

Is the IAB Framework GDPR compliant?

The IAB Transparency and Consent Framework is in itself not GDPR compliant, but it does guide publishers towards an industry standard for GDPR compliance. It relies on the publishers and website operators to implement the guidelines with a Consent Management Platform (CMP) to achieve GPDR compliance. When choosing a Consent Management Platform, make sure the platform meets both the requirements of the IAB but most importantly the requirements of the GDPR.
